Dr. Dylan Hayden is an Associate Professor of Practice at the University of Pennsylvania's Fels Institute of Government and the founder of Public Sector AI Strategies, LLC. A former leader at the U.S. Department of Housing and Urban Development, he specializes in the ethical implementation of artificial intelligence in the public sector. He helps government agencies and non-profits navigate the complexities of AI adoption, data governance, and workforce transformation. Dylan Hayden is an Associate Professor of Practice at the University of Pennsylvania's Fels Institute of Government, where he teaches AI for Public Sector Leadership and Public & Nonprofit Finance. A leading voice on artificial intelligence governance and implementation in government, Dylan helps public administrators navigate the opportunities and challenges of emerging technologies while maintaining democratic accountability and public trust.
Dylan's expertise bridges technical knowledge and practical public sector experience. As a former data analyst at the U.S. Department of Housing and Urban Development, he represented HUD on White House committees and led enterprise open data initiatives. He brings this hands-on understanding of government operations to his current work helping agencies develop AI strategies that are both innovative and responsible.
A U.S. Navy veteran, Dylan served as a Cryptologic Technician during Operation Enduring Freedom, conducting intelligence work as an Arabic and Pashto linguist in Afghanistan. This background in analyzing complex information under pressure informs his approach to AI implementation and data governance.
Dylan is the author of "The Public Administrator's Guide to ChatGPT" and the forthcoming book, "Prompt Leadership: Leading in the AI Age Without Losing Your Soul," which provide practical frameworks for public sector leaders working with AI tools. Through his newsletter "The Public AI Brief," he helps public sector professionals stay informed about AI developments relevant to their work.
