About Dylan Hayden

I'm an Associate Professor of Practice at the University of Pennsylvania's Fels Institute of Government, where I teach courses on artificial intelligence, data science, and public sector innovation. My academic work builds on more than a decade of public service at the federal, state, and local levels.

Prior to joining Penn, I led enterprise-level initiatives in data governance, fair housing enforcement, and open data at the U.S. Department of Housing and Urban Development (HUD). My work has focused on advancing the ethical use of AI in government, integrating modern data practices, and building capacity in public institutions.

I hold a Doctor of Public Administration from the University of Baltimore, a Master of Public Administration from the University of Pennsylvania, and a Bachelor of Arts in Political Science from SUNY New Paltz. My research bridges the gap between theory and practice, with a focus on algorithmic accountability, AI governance, and workforce transformation.

To put these principles into practice, I founded Public Sector AI Strategies, LLC, a consultancy dedicated to helping public and private sector organizations thrive in the age of AI. The practice offers strategic consulting, the development of AI governance and ethics frameworks, custom automation solutions, and tailored training programs designed to build capacity within teams.
